I see that ngircd logs to syslog. But I was wondering if there was a way to change it to its own log? something along the lines of /var/log/ngircd.log?

IMHO this is something you could carve out via the syslog-ng / rsyslog daemon to key on the ngircd program/process and shoot it out there.
Exactly. try the init script attached. I'm not sure where it's from or who wrote it, but it does the job. Cheers
