Sending files with IRC clients is done using the "DCC" protocol; which is the "direct client to client" protocol -- and as the name already implies, the IRC daemon itself has nothing to do with this: the clients establish a direct link between each other (and this easily fails because of NAT and/or firewalls).

So basically you have to make sure that both of your clients can establish a connection to the remote client; or even better: use a protocol that is really suitable for file transfers. IRC and IRC clients are not.
