Do you really need the latest version? Working within ubuntu’s existing framework would probably be best at this point.
If you really must build it from source, the configure script allows you to build it in a local directory under your user directory, with (I believe) the —prefix switch. Running ./configure —help will give you the details.
I still suggest installing it from the ubuntu repos.
Note that whichever way you install ngircd, once you get it up and running the -n switch can be useful for debugging connection issues.
