[ngIRCd-ML] CVS-HEAD: TCP Wrappers, Changed configure options

Hi! Changes to CVS-HEAD: - Added support for TCP Wrappers library: pass "--with-tcp-wrappers" to configure to enable it. - Changed some configure options to use "--with"/"--without" as prefix insetead of "--enable"/"--disable": "--without-syslog", "--without-zlib", "--with-tcp-wrappers", and "--with-rendezvous". Please use "./configure --help" to review the full list of possible configure options.
