You will become channel operator in "persistent"/"pre-defined" channels (channels with the mode +P) when you are an IRC operator when joining the channel.

Therefore you have to do something like

OPER name thepwd JOIN #channel

The usual semantic "crating user will become channel op" won't work here because the channel exists right after the daemon started up and even without a single user joined to it.
