For some jabber based chatrooms, there seems to be a way to make the server play back recent messages on joining, so that you can see what the conversation was about before you joined. Is there a setting to make ngircd do this?

No. There is no such functionality in IRC, so there is none in ngIRCd. Sorry!
Probably some sort of IRC bot can do what you want …
