ngIRCd should ignore AllowRemoteOper setting for services. If disallowed, it prevents certain features (e.g. AKILL which sets a G-Line) from working, and enabling it would make the server vulnerable to malicious operators on other servers. Still can't register on GitHub. SomeHacker
