Installation on Cygwin should be just the same as on any other UNIX- like platform and is explained in the INSTALL file:
./configure [<parameters> [...]] make make install
But I don't know if anybody has been testing ngIRCd on Cygwin recently, so it probably could be that something is broken ... If so, please report any errors you encounter!
