this simple patch adds support for secret '+s' channels to ngircd.
For the archives: Florian discussed this patch with me off-list, an it is a little bit incomplete: it didn't handle NAMES, WHOIS etc. pp. correctly. Probably we'll see a better patch in the future :-)
