Is there a way to have specific people automatically get chan-op status? Or allow them to get it via a password system? Like the system-op option in the config?

No there isn't. You would have to use some sort of IRC services for that, like Atheme or Anope.
Some documentation for setting up services with ngIRCd can be found in ./doc/Services.txt and online here: http://ngircd.barton.de/doc/Services.txt.
