Attached is the announcement of IRCServices 5.1.13, which fixes the bug that prevented ngIRCd as of the GIT master development version to use this IRC services package without patching.

This release includes the rfc1459 protocol module fix recently mentioned on the mailing list. There are no other changes in this release.
